Target Group of Skill Certification

• Workers who have experience and skill to acquire skills will get the certificate.

• Workers who need to bring their own skill of higher levels of training as well as training in the skills that will get the certificate.

• Any association/ industry who wish to retain their workers have skills certificates


Qualification/ Eligibility


• Literate employees will be covered under this scheme

• Workers with more than one year experience in a particular skill at the same unit/ industry will be evaluated and certified directly through their unit

• Industry defined semi-skilled workers in the unit may attain skill certificate by undergoing a short term skill training and evaluation in the same unit

• Contractors working with an industrial entity can benefit from this scheme


Age limit


The age limit of the applicant would vary between 18 years and 50 years.


Skill assessment


Commissionerate of Employment and Training will empanel an Evaluation Agency to evaluate the skills of labours enlisting/applying for skill certification. Training activities that are not taking part will be an independent evaluation agency.


Training facility


Training to be provided by industry training centre for short term courses to candidates availing the skill certification program


Place and date for Skill training and evaluation


• Essential structural feature of the camp at the training units will hold the skills training and evaluation

• Facility of training and infrastructure to be provided at the evaluation camp

• Medium and small enterprises who do not have training facilities on site, can avail structural units closest to their unit in their respective sectors in collaboration with cluster developers or association for conducting skills training and evaluation camp

• Skills training and evaluation period will be decided through correspondence with the industry

• Time and date for training and evaluation will be as per Industry requirements

• Training of the skill will be as per the recommendation by industry experts


Key Features of the scheme


(1) On-site Assessment and Training is the process which enables the 'experienced worker' to achieved Skill Certificate at their place of work. That means workers are skilled with little disruption to their working schedule.

(2) It is targeted at workers who have skills, experience and training but no formally recognized qualifications and helps them to get the qualifications they need to improve their performance in the job.

(3) It allows skill up gradation, multi-skilling, multi-entry and exit, and vertical mobility and lifelong learning opportunities in a flexible manner.

(4) The scheme certifies the skills of workers bring in a sense of self-esteem and confidence in the workers. The certification can be suggestive to an increased standard of living with an enhancement in their wage rates and removed sense of inferiority.

(5) The scheme will be implemented with full cooperation of industries. Skill certification will increase production capacity of the industry and establish a distinctive identity among global competitors.

(6) The necessary training for the Evaluation and Certification will be provided as per the requirement and convenience of the industry, at their work place, utilizing the existing workplace training facilities on a part time schedule or weekly holidays.

(7) A joint certificate by Industry with Government of Gujarat will be awarded to the worker.

(8) Skill certification scheme restores the dignity of Contractual Workers who otherwise suffer from job insecurity, lack social security, avail low wages or unequal treatment in the workplace.


Implementation of the method (direct evaluation and Certification)


Following Steps will be included for better management of the implementation procedure for this scheme.

 

(1) Data Collection of beneficiaries/Candidates of this scheme (Data Collection)

a) Data collection of beneficiaries of this scheme will be done by officers /employee engaged with apprenticeship Training scheme for regional work duty.

b) In this regard, Ex-officio as well as Assistant apprentice advisor under his leadership will personally visit the industrial units / organizations under their working zone and the administrative heads of the Industries / organizations will be informed by explaining the benefits of the scheme.

c) Industrial units / organizations who want to be a part of this scheme by the Government need to inform the affiliated Ex-Officio about their interest through the prescribed application. (Application for Accessing the Skilling my Workforce - ANNEXURE-A)

d) Details of the Industrial Units and Workers wishing to benefit from the scheme etc. will be collected by respective Ex-officio through a prescribed application form the Industrial Units / organization.

a) Each unit / organization will give personal details of candidates whose skills are to be evaluated under direct certification to the respective Ex-officio. (Candidates details - ANNEXURE-B)

f) Respective Ex-officio will enter the entire details of the candidates (i.e. Application, Application Form, as well as details of all workers) obtained from each Industrial unit / organization in the off- line / on-line programme. The program created file will then be submitted by the Ex-officio to the office of respective Regional Deputy Director (Training).

g) All the four Regional Deputy Directors (Training) will maintain a record of all the details /information for the Industrial units in their respective regions. The record file from the information/details program maintained by the respective RDDs will be submitted to the Head office at regular interval.

 

(2) Data Analysis of the details of beneficiaries/Candidates of this scheme (Data Analysis)

a) All the four Regional Deputy Directors (Training) will analyze the data collected for the Industrial units in their respective regions using software. Following details will be available based on the analysis.

o District / Taluka-wise details of Industrial units and the number of beneficiaries/Candidates

o List of Skills to be certified as per Industrial unit-wise (If possible convert into common skills)

o List of candidates to be certified for such common skills (As a form).

o Details of the Industrial units as per work zone under Ex-Officio, skill-wise list of the beneficiaries, list of skills to be certified as well as skill –wise Bio data of candidates.

b) Analyzed Report of the information based on above details in the form of hard copy as well as soft copy will be submitted by all the four Regional Deputy Directors (Training) to MES CELL / ATS CELL at Head office.

 

(3) On site Direct Assessment and the Planning of the certification camp (On site Direct Assessment schedule)

 

a) Planning of Camp for Direct assessment and certification will be done site-wise in coordination with Industries by Regional Deputy Directors (Training).In which the following things will be evident. (Schedule Format-Annexure –C)

o Place of camp, number of candidates, list of skills to be certified

o Date & Time of Camp

o Name of the Assessment agency, name and contact number of the assessor

o Assessment Period

b) Assessment Schedule of the Ex-Officio, the Industry as well as the prescribed time limit for Assessment Agency will be received by Regional Deputy Director (Training), who will send the copy of the same along with the information of the on-going camp will be sent to Head Office.

c) Assessment Schedule will be directly prepared by Regional Deputy Director (Training). Certification camp Inspection Schedule will be prepared for the officer / employee of the camp site / work the skill test and will be monitored.

d) Empaneling Assessment Agency

o Selection of Assessment Agency will be based on empanelment of Assessment Agency through Vocational Training Providers of Modular Employable Skill (MES) under the Skill Development Initiative (SDI) Scheme of the Ministry of Labour and Employment, Government of India,

o Empaneled Third Party Agency will provide assistance in the operation of the scheme and are willing to provide their Application in the prescribed format. (Application Format for Assessment Agency - ANNEXURE-D) The following clarifications will be required:

(A) Assessment Agency’s name, address, phone no., e-mail, fax, name of the contact person along with his mane and phone no.

(B) Assessment Agencies/ groups are capable of holding all the details for the skills to be certified.

(C) They appoint Assessors and provide details of the assessor, which would include his name, address, phone no., e-mail, qualifications, and experience as well as how the assessor will assess the skill list.

(D) Terms and conditions of the Assessment Agency will be based on the manual of MES project.

(E) Agency shall provide an overall as well as a separate assessing parameters depending on the qualifications of the workers

e) Assessment Agency will provide a validator for Direct Assessment Camp Schedule and will also be able to suggest any relevant changes.

f) Regional Deputy Director (Training) will provide District/ Taluka-wise list of the number of workers to be evaluated and certified on the basis of skills to the Assessment Agency on the scheduled date of the Camp.

 

(4) Procedures for Direct Assessment Camp

 

a) Schedule of direct assessment for skill certification of workers will be provided by Regional Office

b) As per the Evaluation and Certification Camp program schedule, relevant Ex-Officio and Assistant Apprentice Advisor (junior) as well as Assessment Agency and Assessor will be present.

c) As per the Camp schedule, the Ex-Officio of the concerned units in collaboration with the administrative unit Direct Assessment Camp will decide on the date of the interview and notify the same to the beneficiaries.

d) On the day of Assessment Camp, Assessment Agency workers will list of attendee workers in a prescribed format; a copy of the attendance will be received an maintained by the Ex-Officio.

e) Absentees are recorded in a separate list and a copy of the same is provided to Ex-Officio

f) Skill Assessment

o Empaneled Assessment Agencies and their assessor in the Group / Sector assessing the capacity of the Skill for evaluation are shown in Annexure D.

o All empaneled Assessment Agencies will provide a list of procedures undertaken for skill evaluation and assessment and reports. (Skill Assessment Sheet - ANNEXURE-F)

o In the Direct Assessment camp, Skill-wise assessor will be appointed by Assessment Agency and the same assessor will be appointed for certification of the concerned Skill.

o Camp Schedule with relevant date and time is provided to the workers, according to that, the Assessor will assess the skill set of the workers

o The Evaluator will evaluate the workers individually as per the attendance list

o Post skill evaluation, all the evaluation forms will be provided to the Ex-Officio. Either on the same day or latest by the next day, ready-to-roll results will be provided to the concerned Ex-officio by e-mail as well as hard copy along with a forwarding letter (Result sheet - ANNEXURE-G)

o Post completion of the Camp Program, the Ex-Officio will verify all the relevant statements, attendance sheets, evaluation forms with signature of the assessor and result sheets. After verification the same are sent to the Head Office in soft copy and hard copy.

o Post completion of the Camp, the Ex-officio, head of the administrative unit will hand over a copy of the Feedback to the principal's office and a copy of the same will be sent to Head Office

 

(5) Assessment fee

a) As per the manual of MES scheme, skill assessment fee per candidate will be INR 800/- (excluding service tax)

b) Skills test fees will be paid by the Government. The candidate and industry will not pay any amount.

c) Reimbursement of assessment fee for the Assessment Agency will be done post completion of all the related procedures for the camp. Skills test fee amount will be payable post evaluation of Industry wise assessment agency by Ex-Officio Register of the result as well as by the Regional Deputy Director (Training) through standard procedures.

d) Reimbursement Procedure of Assessing Agency

o After providing Industry-wise result sheet the assessment agency will submit Industry-wise detailed bill to Ex-Officio in seven days. (Bill Format- ANNEXURE-H,H1)

o Assessment agency will include a copy of the corresponding Industry-wise result sheet along with the Industry wise skill test fee bills.

o Assessment Agency skill assessment fee bills will be verified by the Ex-Officio and a corresponding verification certificate will be provided by him.

o After checking the skills test fee bills, the Ex-Officio will send them along with the verification certificate to the respective regional offices.

o Assessment of the regional office of the concerned agency's bills (including a copy of result sheet) and bill Verification Certificate will be given to the MES branch of the Head Office.

o After the verification of the bills, MES branch will issue an office order to GCVT for the amount approved for payment.(Office order – Annexure – I)

o As per this office order GCVT will prepare cheques / DDs in the name of the assessment agencies and give it to MES branch. The cheques will then be sent to the agencies by the MES branch through RPAD. (Annexure – J)

o Payment received receipt will be collected by the MES branch from the agency after it receives the payment.

o MES branch will have to maintain record of all the details.

 

(6) Certificates

 

a) Regional Office / Ex-Officio will send the hard and soft copies of the statement of program along with Industry-wise evaluation and certification of skills to GCVT for preparation of certificates.

b) GCVT will print Industry-wise skill assessment certificates. (Certificate of the sample - ANNEXURE-K)

c) Industry-wise Skill Certificate will be received by Regional Deputy Director (Training) in person and a receipt of the same to be given. (Office of the Command - ANNEXURE-L)

d) Regional Deputy Director (Training) shall maintain a record of all the verified skill certificates.

e) Regional Deputy Director (Training) will send the certificates to the respective Industry-wise Ex-officio in person and accept a receipt for the same.

f) Ex-officio, head of the administrative unit/industry will verify the certificates and distribute the same to the workers

g) Industry-wise issues of the skill certified workers pertaining to the relevant certification will be addressed by Ex-Officio and Assistant Apprentice Advisor (Junior)
