Target Group

• Any industries, associations or SEZ cluster developers willing to impart skills through Industry Specific Training Skill Centres located on their premises

• Youth with willingness to receive training in Industry specific skills

The minimum age limit of 18 years (no upper age limit) has been identified for all the applicants


Training Venue/ Duration


• Trainee will be trained at the industry training centre

• Time and duration of the Industry Specific Skill program will be decided either by the respective skill experts or by the training providing Industry


Key features of the Scheme


a. Industry specific skill training has been planned in industrial environment where the work culture can also be incorporated into the trainees

b. "On-demand" and direct employment oriented training provision in specific fields

c. "Out with the old, in with the new"; scheme tends to provide customize training for youth across the state

d. Provision of industry based theory and practical assignments by the sector/ industry experts will eventually reduce the existing skill mismatch thereby bringing down the skill gap

e. Trainees covered under this scheme not only receive industry relevant skill but also receive employment in same or similar industries

f. Under this scheme, the Government and the Industries collaborate and cooperate to provide expertise in training making this scheme unique


Implementation Methodology


The project will involve the following steps for effective management during implementation.

(1) Entities to be invited

a. Under this scheme, industries associated with apprenticeship training scheme with relevant field performance are invited to participate

b. In this regard, Ex-officio as well as Assistant Apprentice Advisor will conduct interview in the industrial units / organizations / SEZ / CLUSTER and the administrative heads of the Industries / organizations will be informed about the benefits of the scheme.

c. Industries/ organizations lack in sector specific skilled manpower. The task of the Ex-Officio and his team is to encourage and motivate Industries with training units in order to cooperate and collaborate for training provision in Industry specific skill programs

(2) Data Collection

a. Industrial units/ organizations/ SEZ/ Cluster willing to conduct this program are required to submit an application on the Government prescribed format to the Ex-Officio (Application for approving course-Annexure-A)

b. While making the application, industries/ organizations/ SEZ/ Cluster will have to specify, in details, the industry specific course they wish to engage in to the Ex-Officio (Application form Annexure-B)

c. Ex-Officio affiliated industries/ organizations/ SEZ/ Cluster who wish to begin an industry specific course will have to submit a detailed profile of the same with the following particulars:

o Name of Industry Specific Course

o Future prospective of the trainees after being trained in the above mentioned course

o Duration of the course, qualifications, intake capacity (number of candidates), week-wise syllabus of the course

o Description and details of the training facility along with approach and methodology of knowledge delivery and other relevant details of training provided by Industries, Organizations, SEZ and Cluster

o Details of number of trainees to be trained annually

o Details of identified experts imparting the identified skill courses in the training centres of Industries, organizations, SEZ and Clusters

d. Ex-Officio and his team will be coordinating with all the relevant bodies/ organizations/ SEZ / Cluster who are willing to be a part of the scheme and have submitted Application / Application Form and Course Profile (Annexure-A, B & Company Profile). The interested partied will meet with the Ex-Officio and consult on the course and its recognition under the Gujarat Council of Vocational Training (GCVT). The main course details will be compiled and obtained from the Industrial unit.

e. Specific Skilling Industries will collaborate with the government under the scheme and come forward as an Active Partner for the unit associated with the Ex-Officio. The Annexure - A, B, Company Profile & C of the MoU agreement will be furnished to comply with the prescribed format. (MoU Draft Annexure -D)

f. Identified industries/ organizations/ SEZ / Cluster will provide a copy of all the above statements submitted to the Ex-Officio to the Deputy Director of the concerned department

(3) Data Analysis for beneficiaries/ Candidates of this scheme

a. All the four Regional Deputy Directors (Training) will analyze the Industrial data collected (ANNEXURE-A, B, Company Profile, C and D) received from the Ex-officio in their respective regions by using an offline/online program. Following details will be available based on the analysis.

o a.) Department wise details of the industries wanting to start i-KVK.

o b.) Department wise details of courses scheduled to start under i-KVK/ duration of training / qualification / Age etc.

o c.) The annual training capacity of the department’s i-KVK’s.

b. After the analysis of the above mentioned data entered in the computer program the analysed file needs to be sent to the MES Cell / ATS Cell of the head office in soft as well as hard copy by the concerned Deputy Director (Training).

c. Department wise Industry details i.e. each industry’s file needs to be sent to the MES Cell / ATS Cell of the head by the concerned Deputy Director (Training). A copy of the same needs to be maintained at the regional office for recordkeeping purposes.

(4) Approval of Course and i-KVK Centre at the Industry

a. The files of the Industries related to this scheme that is provided by the Regional Deputy Director (Training) to the head office will be evaluated by the head of the related branch and then a forwarding letter pertaining to the approval of i-KVK and the courses under it will be provided to GCVT by the head of the related branch along with the concerned industry’s file.

b. Gujarat Council of Vocational Training (GCVT) will approve the syllabus and give it to MES/ATS branch. MES/ATS branch then will send the approval order to the Industry for starting the i-KVK.

(5) Industry initiated i-KVK and its implementation

a. The industry will start training at the i-KVK MES/ ATS branch after the approval of the i-KVK. The industry specific courses will start only after it has received accreditation with GCVT.

b. Head Office will fix the size and design of the Board for i-KVK and accordingly a public notice shall be issues on the same. The matters related to the industries including its performance will be monitored by the Ex-officio

c. Industry is scheduled to start the Training Centre of i-KVK under the supervision of a responsible person, appointed as Co-ordinator. The Industry will be associated with Ex-Officio and his team of Assistant Apprentice Advisor (Junior) for effective management assistance. The Ex-Officio will adjudicate the management and people in the i-KVK and will send a report to the respective branch at the Head Office

d. The Industry starting the i-KVK will also work towards promotion of course in the surrounding areas/ clusters/ villages etc. with the help of the Ex-officio. The marketing collaterals will be prepared by the industry for distribution during promotional activities.

e. The training course schedule will be prepared and publicity through literature must include the following details:

o Training batch starting date and date of completion

o Number of the trainees per batch

o Daily training programs

o Monthly/ quarterly/ half yearly/ annually students should be advised on examination schedule

The details of the same submitted to the Ex-Officio, who shall send a copy to the Head Office

f. i-KVK schedule of specific Skill Courses (Theory, Practical and Practical training on Processing Units) for trainees are prepared by the instructors and a copy of the same are sent to the Head Office by the Ex-Officio.

(6) i-KVK Admission Procedure

a. A list of all the trainees interested in admission in industry specific courses of i-KVK at a particular industry needs to be created by an assistant appointed by Industry and concerned Ex-officio.

b. Admission to the candidates will be granted on a “first come first serve” basis as per the intake capacity of the batch.

c. Details will be provided in the admission form by the trainees eligible for admission (Admission form ANNEXURE-E).

d. The Industry and the concerned Ex-officio need to maintain the details of the trainees admitted either in an excel sheet or if possible in computer program developed by the Industry. The documentation needs to be sent to the head office so as to specify the following details.

o i-KVK name / address / batch number / Intake Capacity / on roll count

o i-KVK Coordinators name, address, phone number, Email, as well as engaged Ex-officio’s Name / ITI name / phone number / Email

o Admitted trainee's name / address / qualification / category / phone number etc.

o Details of the training instructor

e. Keeping in mind the number of candidates wishing to gain entry / training facility at Industry / other facilities at the industry there is approval for arranging 2 batches per day but the training needs to be done only during 7:00 am to 7:00 pm.

f. A daily Attendance sheet needs to be maintained for the trainees. The representative of the Industry related to i-KVK and the concerned Ex-officio jointly will prepare the template based on the attendance procedure of the Industry. A sample will be kept by the Ex-officio at his office in relevant Industry/ i-KVK file and a copy/template of the same needs to be sent to the Head office.

g. I-Cards need to be provided to the trainees. The specimen of which shall be in accordance with the system of Industry. A sample will be kept by the Ex-officio at his office in relevant Industry/ i-KVK file and a copy/template of the same needs to be sent to the Head office.

h. Industry related to i-KVK needs to prepare relevant training literature for Industry Specific Skill Training and need to provide it to the trainees free of cost.

i. Tuition Fee

o Training fee or caution money deposit will not be collected from the i-KVK trainees by the industry or the Government.

o Other training costs will not be charged from the trainees.

j. Necessary safety equipment during practical training / on-processes practical training needs to be provided to the trainees by the Industry related to the i-KVK free of charge.

k. Batch size shall be a minimum of 10 candidates and a maximum of 20 candidates.

l. Each new batch will commence from the first day of the month.

(7) Examination Procedure

a. A list of all the trainees eligible to appear for examination post training needs to be jointly prepared by the i-KVK co-ordinator and the concerned Ex-officio. After signing the list of all the trainees eligible to appear for examination post training the co-ordinator and Ex-officio will give the list to the concerned departments Deputy Director (Training) in person.

b. The Deputy Director (Training) will send the examination schedule and the certified list of all the trainees eligible to appear for examination post training for their respective department i-KVKs in soft as well as hard copy to the MES/ATS Cell of the Head Office.

c. The Head of concerned branch will send the examination schedule and the certified list of all the trainees eligible to appear for examination post training along with a forwarding letter for each i-KVK to GCVT.

d. At the end of the Industry specific training under i-KVK keeping in mind the specific skill to be assessed GCVT will issue an office order to the empanelled third party assessment agency for performing the examination duties as per the examination schedule prepared for Industries related to i-KVK by GCVT/RDD.

e. Appointment of Assessment Agency

o Third party agencies that are among the assessment agencies empanelled for Modular Employable scheme initiative under the Skill Development initiative put into effect by the government and the Ministry of Labour and are responsible for assessment of the Vocational training providers under Gujarat’s MES program Assessment can be empanelled for this scheme.

o The course profile provided by the Industry related to i-KVK and the course syllabus provided in the GCVT prescribed pro-forma (ANNEXURE – C) will be provided to the empanelled assessment agency in context of the examination by GCVT.

o The agency interested in undertaking examination duties under this scheme among all the third party agencies empanelled needs to submit an application in the prescribed format to highlight the following details (Application Format for Assessment Agency ANNEXURE- D,D1)

i. Assessment agency's name, address, phone number, e - mail, fax, address and phone number of the Contact Officer.

ii. All the details of the group/sector for which the assessment agency is capable of taking examination

iii. The name, address, phone number, e - mail, qualification and experience of the assessor appointed by the assessment agency and the list of of the specific skills that will be assessed by the assessor.

iv. Guarantee that the other terms and conditions for the Assessment agency as per the MES program manual are agreed to.

v. The details of the Specific course examination procedure (Theory and Practical) for the examination of which the assessment agency is capable.

f. As per the RDD’s office order assessment agency will conduct the examination for all the eligible trainees as per the examination schedule described in the agreed examination order for all the i-KVK s as per the list.

g. Ex-Officio will be present at i-KVK for help during the examination.

h. After the completion of the examination the representative of the Industry related to the i-KVK and the Ex-officio will sign the result sheet created in a prescribed format and will seal it and send it to the RDD.

i. The chairman appointed by the associated assessment agency/ GCVT will enter the trainee and their marks details in the computer program provided by GCVT as per the result sheet and will then send the file created by the computer program and its hard copy to RDD. RD needs to send the file through email as well as the hard copy to GCVT.

(8) Reimbursement of Training Cost

a. As described in the MES program manual a training cost of Rs. 25 / hour / Trainee will be given to the i-KVK operating Industry by the Government.

b. The training cost will be paid to the Industries keeping in mind the number of trainees passed out after examination of Specific skill training course at the i-KVK operational in the industry’s premises.

c. The Industry concerning the i-KVK will provide a batch wise result sheet along with the training cost bill to the concerned Ex-officio who will then verify the bill and send the bill to the RDD office along with a verification certificate. The RDD office will verify the bill at their end and then send it to ATS/MES branch. (Bill Format for Reimbursement of Training Cost)

d. Concerned branch will verify the main bill in context of the batch wise result sheet.

e. After verification of the main bill by the branch they will send a repayment amount summary office order along with the bill and copy of the result sheets to GCVT.

f. GCVT will provide the concerned branch with the bill amount cheque/DD.

g. The concerned branch will send the training cost amount cheque/DD to the relevant Industry through RAPD and will take a receipt voucher from them.

h. The concerned branch needs to maintain the record of all financial transactions.

(9) Reimbursement of Assessment / Testing fee

a. As defined in the scheme manual the assessment / testing fee per candidate shall be Rs. 800/-(Service Tax Separately).

b. Trainees’ assessment / testing fee amount to be paid by the Government. Candidates do not have to pay the fee to the Industries.

c. When the assessment / testing is completed as per the exam schedule and the i-KVK wise / batch wise result sheets are compiled i.e. the allotted work of the assessment agency is completed then only the process for assessment / testing fee reimbursement will commence.

d. After providing the i-KVK wise / batch wise result sheet the concerned assessment agency needs to prepare i-KVK wise / batch wise assessment / testing fee bills in the prescribed format and provide it to the Ex-officio. The Ex-officio after verification of the bill needs to send it to the regional office along with a verification certificate.

e. The Assessment agency needs to include a copy of the concerned i-KVK trainees result sheet along with the assessment / testing fee bill.

f. The Regional office after doing the verification of the main bill will send it to MES/ATS branch.

g. After verifying the assessment/testing fee bill MES/ATS branch will order GCVT to prepare the cheque/DD.

h. GCVT will then pass an office order for preparation of the cheque/DD for the amount approved by the concerned branch.

i. The concerned branch will send the bill amount cheque/DD to the relevant Industry through RAPD and will take a receipt voucher from them.

j. The concerned branch needs to maintain the record of all financial transactions.

(10) Certification Procedure

a. The chairman appointed by concerned Assessment agency/GCVT will enter i-KVK wise/ Batch wise marks of all the trainees appeared in the GCVT approved computer program and the file created will be sent by the RDD to GCVT post which the certificates will be printed through the GCVT certification program.

b. The certificate will contain the name of both GCVT and the Industry.

c. i-KVK wise / course wise / batch wise / certificates will be distributed in the presence of departments Deputy Director training.

d. Divisional Deputy Director (Training) shall maintain a record of each i-KVK -wise certification provided by their department.

e. Divisional Deputy Director (Training) will provide the i-KVK wise / batch wise certificates to the concerned Ex-Officio in person and will take a note of received for the same.

f. Ex-Officio after noting in a register the result sheet of the trainees of the concerned i-KVKs related Industries will give the certificates to the Industries in person and will take a received voucher from them.

(11) Post Training Employment

a. All the co-ordinators of Industries related to i-KVK and concerned Ex-officio need to maintain the details of the number of trainees that have been employed by their own organisation after undergoing the training in courses under i-KVK.

b. The co-ordinators of Industries related to i-KVK and concerned Ex-officio need to maintain a batch/course wise updated list of the passed out trainees.

c. i-KVK affiliated Ex-Officio as per the detailed work procedure will stay in contact with the employment officer and will make arrangements for employment post training and maintain a record of employment allotment details.

d. The co-ordinators of Industries related to i-KVK and concerned Ex-officio need to conjointly collect and maintain the feedback forms of all the trainees i-KVK wise/course wise/batch wise.
